Stephen (Steve) Barchet is presently Director/Advisor to Abrige Corporation, a software business enterprise software company located in Bellingham, Washington.  He is the Coordinator of Health Plan for Life (HP4Lifesm), a model and concept developed and placed in the public domain in 2003 for implementation and evaluation in both public and private sectors.  Previously he was managing partner of Benefit Payment $olutions LLC, which consulted on electronic financial message interchange for health and medical transactions. Serving in the Navy first as an obstetrician-gynecologist and later in various executive positions, he completed over 27 years active military service in 1983. His final assignment in the Pentagon was Deputy Surgeon General and Deputy Director of Naval Medicine.  After retiring from active duty he took the Graduate Record Exam in 1984 and enrolled in the University of Washington MHA program. Completing two MHA courses he disenrolled to provide consulting services in the private sector initially emphasizing needed efficiencies in military health benefits and related programs. He served as a member of the editorial board of Managed Care Outlook, He was principal investigator of the 1995 study of Medical Savings Account Programs funded by the J.W. Murdock Charitable Foundation. Thereafter as Project Manager he oversaw the Defined Health Contribution Project (DHC). Barchet co-edited the DHC Project deliberations and recommendations in an April 2001 publication – a How To What To Primer for small employers who want to understand and offer Defined Contribution Health Benefits for their employees. Barchet currently coordinates efforts to facilitate, enhance and expand understanding of the economic and health effects in both public and private sectors under various methods of financing Health Benefits and purchase of health services. As Coordinator of the Health Plan for Life (HP4Lifesm) he advocates strategies and methods for improving the health of people and stabilizing growth in healthcare spending.  A draft form of the HP4Lifesm Model and Concept was refined at a Workshop convened September 2003 at South Seattle Community College. The HP4Lifesm Workshop Proceedings were published under the sponsorship of Olympia, Washington based Evergreen Freedom Foundation. Barchet served from 2004-6 as a member of the governing board of the Seattle-based Hope Heart Institute and chair of their Education Committee.  From 2006 to 2009 he served on the Policy Advisory Group for the Washington Health Foundation and as a member of that organization’s Nutrition Task Force. Barchet participates in numerous professional and civic organizations. He continues to advocate patient responsibility, informed consumers, and individual empowerment.
