Biographical Info Wilem Wong has over 20 years of combined service to New York City and New York State. Currently, he has 16 years of service with the New York City Police Department (NYPD) and holds the rank of Sergeant (Special Assignment) with an assignment as a Training Manager/Facilitator in the NYPD’s newest unit - Health and Wellness Section. He has worked in assignments in project management, leadership development, investigations, and patrol operations. He has managed the full lifecycle of projects such as Emotional Disturbed Persons Response Protocol, Opioid Overdose Response Protocol, Tactical Training Centers, Mental Health First Aid, Expansion of the Forensic Experiential Trauma Interview (FETI) training within the Detective Bureau, and Strategic Training Plan Projects within the Police Academy as well as building and sustaining the associated internal/external relationships to achieve success. He has amended a Memorandum of Understanding (MOU) and coordinated funding to increase training capacity by 67% for Police Supervisors/Officers assigned to the Patrol, Transit, and Housing Bureaus to be trained in Crisis Intervention Team (CIT) training in order to mitigate incidents of lethal outcomes in emotional disturbed persons’ incidents and to increase voluntary compliance from persons resulting from these incidents to seek medical attention. This MOU was aligned to achieve a goal of training 16,000 officers in CIT. He has managed and consolidated internal efforts and coordinated external agency (NYC Department of Health and Mental Hygiene) resources to train ~12,000 various members of service in “Mental Health First Aid” (MHFA) in order to assist department members to identify, understand, and apply techniques to respond to signs of mental illnesses and substance use disorder. MHFA is a major training component of the NYPD Command Level Peer Support Program which is projected to have ~500 Peer Support Members (PSM) across the department. The PSMs are trained in MHFA to address suicide and mental health concerns within the police ranks. Besides being a certified facilitator in MHFA, he is also a certified facilitator in the Franklin Covey’s “7 Habits of Highly Effective People.” He has managed the “7 Habits of Highly Effective People” program for police executives and supervisors as well as facilitated the training for ~1,100+ uniformed/civilian supervisors and patrol officers. In his military capacity, he has served over 31 years in the United States Army Reserve as a Combat Medic, Licensed Practical Nurse, as well as a Health Services Planning, Operations, and Training officer. Currently, he holds the military rank of Lieutenant Colonel and is Chief of Plans for an Army Hospital in Hawaii. He is a veteran of Operation Iraqi Freedom and Operation Enduring Freedom – Afghanistan. He earned his Bachelor of Science in Finance from New York University (Stern School of Business) and a Master of Arts in Management and Leadership from Webster University (Walker School of Business and Technology).
